From August 18 to 19, 2023 Public Safety Frontier Technology Seminar was held in Wuzhou, Guangxi. This symposium is an academic conference jointly supported by the consulting project of the Chinese Academy of Engineering and the National Key Research and Development Program, sponsored by the Society of Science and Technology of Public Safety, co-sponsored by the Science and Technology Research Center of China Customs, and undertaken by the Institute of Public Security of Tsinghua University. More than 100 experts and scholars from major universities, research institutes, enterprises and institutions across the country participated in the conference.

The participating units include 35 universities and research institutes including Peking University and Tsinghua University, 25 customs system units including China Customs Science and Technology Research Center and Beijing Customs, and 12 high-tech enterprises including DYNA, China Telecom Group and Huawei. The participants came from 31 cities across the country.

The report discusses the development path of national security under the new security pattern from three aspects: the connotation structure of the new security pattern, the construction of national security disciplines, and the scientific and technological support of national security development. The "new" of the new security pattern is mainly reflected in the dimensions of new positioning, new judgment, new deployment and new thinking. Under the new security pattern, strengthening the construction of national security disciplines is a major requirement for promoting high-level and high-quality development of national security undertakings. The development of national security cannot be achieved without solid scientific and technological support. Mr. Chi Haipeng reported on "Photon directed Precision Microbial identification (PPMI) technology and optical elimination technology", pointing out that the drawbacks of traditional detection methods of viruses in the air are: the detection time is too long, and can not meet the needs of some scenarios. The "photon directed Precision Microbial Identification (PPMI) technology" independently developed by Dana Technology can detect pathogenic microorganisms in the air within 3-5 minutes, which is about 36-60 times faster than traditional methods. This technology has the characteristics of full automation without human interference, including automatic sampling and processing, automatic detection, automatic transmission of detection data, etc. At the same time, the products developed based on this technology have the characteristics of small size (about 300*240*320mm), low energy consumption (about 60W), and can be applied to many scenarios with rapid detection of pathogenic microorganisms in the air.

Mr. Chi Haipeng further explained that PPMI technology is based on the Raman spectroscopy detection technology of specifically labeled nanomaterials probe, and integrates photon directed enrichment technology and artificial intelligence spectral neural network technology to achieve rapid and accurate identification of pathogenic viruses and microorganisms in the air.

At present, DYNA commissioned the Institute of Biology of the Chinese Academy of Metrology Sciences to verify the effectiveness of optical rapid detection of virus equipment. From the verification data obtained so far, its detection is close to or better than the digital PCR instrument. Experimental data show that the optical rapid virus detection equipment independently developed by DYNA can be used to detect influenza A H1N1, H3N2, new coronavirus, and several common bacteria. The lower limit of detection was below 100copies/L, and the specificity (true negative rate) and sensitivity (true positive rate) were both above 90%.

The deep ultraviolet laser eliminator independently developed by DYNA combines the laser optical path design principle with deep ultraviolet light to greatly improve the irradiation intensity in the eliminator cavity, thus effectively improving the elimination efficiency of viruses and bacteria in the air. DYNA commissioned the Chinese Academy of Metrology to conduct testing, and the experimental process was simulated in strict accordance with the real scene, and the unique aerosol detection technology of the Chinese Academy of Metrology was used for detection and verification, and the virus was simulated with fake novel coronavirus. After repeated testing, the validity verification report of the air eliminator was obtained. The elimination efficiency of the novel coronavirus in the air was 98.2%, and the elimination efficiency of the bacteria in the air was 99.9%. The ozone test concluded that no ozone was produced. The test result of UV leakage of the equipment is < 1µw/cm2(national standard requirements < 5µw/cm2), meeting safety requirements.

Invited keynote presentation

The project of "Ping An China and Social Governance Engineering Technology Development Strategy Research in the Next 20 Years", co-chaired by Academician Fan Weicheng and Academician Zhang Jun, is one of the interdisciplinary projects in the major strategic research project group "China Engineering Science and Technology Development Strategy Research Consulting Project in the Next 20 Years" jointly established by the Chinese Academy of Engineering and the National Natural Science Foundation of China. The project focuses on China's typical problems in natural disasters, accidents, epidemic prevention and control, social security and other aspects, and attaches importance to the urgent scientific and technological needs of the national emergency management system and the comprehensive social governance system. The seminar invited the project team of Academician Li Zechun, Academician Peng Suping, Professor Liang Wannian, Academician Zhang Jun and Academician Fan Weicheng to bring five research reports and share them with the participants.

Thematic technical report

Technological development has greatly contributed to public security and social governance, and the Conference has set up technical reports on four themes. Xu Jun, president of the Political and Legal Public Security Industry Division of China Telecom Group, made a report on "Safe and reliable 5G Technology Development and industry application", and explored the development trend and application scenarios of 5G+ communication technology in the field of public security and social governance in the future. Zhang Benfeng, chief scientist of Huawei China Public Security industry, introduced the development trend and core technology of AI grand model, and took Pangu meteorological grand Model as an example to describe the industry application practice. Zhang Guoyan, vice president of Shandong Blockchain Research Institute, delivered a report titled "Cryptography and blockchain Technology Help Social governance in the Digital Age", introducing the principles, functions and typical application cases of cryptography and blockchain technology. Li Zhenzhen, manager of the South China Platform Technology Department of the China Regional Department of Hypergraph Software Group, reported that under the two-wheel drive of geospatial data fusion and geospatial intelligent decision-making, the new generation of 3D GIS, remote sensing GIS, geographic entity knowledge map and other technologies have strongly enabled public safety and social governance.
